Parish Council meeting minutes, February 2012

Meeting of the Parish Council held onThursday, 9th February 2012 at 8pm n the Village Hall.


Cllr. P. Sillibourne in the Chair, Cllr. S. Denis, Cllr. D. Guy, Cllr. Mrs T. Cliffe-Harrison, Cllr. Mrs F. Burt, Cllr. Mrs A. Tanton and the Clerk, Mrs M. C. Shaw.

The minutes had been circulated; these were unanimously agreed as a correct record and were duly signed by the Chairman.

Matters Arising

Local Needs Housing– the building works are on schedule.At this point in the meeting it was brought to the attention of the parishioners present that following receipt of letters by the Chairman there is a misconception that the Parish Council are involved and able to influence the allocation of Council and Local Needs Houses. This is completely wrong neither the Parish Council nor the Borough Councillors are able to do this.  All applicants are required go onto the Ashford Borough Council Housing Register and to go through their the vetting procedure prior to allocation by them.Even “Local Needs Housing” applications must go to Ashford Borough Council in the first instance; the only consultation with the Parish Council on Local Needs Housing may be the verification that an applicant does have a Local Connection.Costa Cottage, Tree felling– no application has been received. To be followed up with the Planning Officer.Litter bin, Bromley Green Road– this has been replaced.Playground equipment

– a site meeting had been held and the equipment inspected. This could be refurbished by a local company. For a temporary job “on site”, the cost would be in the region of £600 - £700, but to carry out a proper and thorough refurbishment at their workshop, would be between £1,200 and  £1,300, but should it come to more the company would be willing  to absorb any extra cost as a goodwill gesture for the village.  It was agreed to investigate possible grants before any  commitment is made.  It is possible that a grant/s could be obtained. The Borough Councillors do have funds available for distribution in their Wards.  It was proposed by Cllr S. Denis and seconded by Cllr Mrs T. Cliffe-Harrison and unanimously agreed to apply for any grants available.

The dumped tyres were kindly removed by Cllr Dr Denis.

There are two telegraph poles lying in Carters Field - Cllr Mrs A. Tanton will contact Mr P. Collick.

Highways & Byways

Cllr A. Beaney had forwarded a report on the outstanding Highways matters. Nothing further on the water outside the Stacks.The Byway beside Meadow Cottage is being investigated by K.C.C.PROW.The Parish Council expressed serious concern at the high-handed treatment of the “Kits Bridge Lane” BOAT AE578 by K.C.C. who  had demanded alterations by the landowners, these being imposed under the threat of Court action if not completed within a specified time.  This was during the Christmas period and was  duly done by the owners.It is strongly considered that the K.C.C. actions were completely "out of order", with no notification or consultation with the Parish Council. The alterations were to remove the cattle grids, which have been there for the last 40 years + and replace with gates.  It was agreed to contact County Councillor Mr M. Angell  requesting a site meeting with K.C.C. officials to view the stupidity of their enforced alterations.

Queens Jubilee

The Chairman gave a résumé of a draft programme for the day Jubilee: involving the Scouts and Guides proposed to be being held at Horton Green. It was unanimously agreed that there should be a Beacon, this has to be registered and will be lit at a time which will be notified by the organisation, It was suggested that any celebrations could be combined with the Blue Anchor Public House, enquiries are to be made.
The PCC are holding a Community Lunch after the Church Service on the Sunday.The meeting was closed at 9 p.m. to allow parishioners to express their views on the Silver Birches application.The meeting reconvened at 9.10 p.m.


12/00044/AS  Crown Parks, Silver Birches Caravan Site, Capel  Road, Ruckinge. Change of use of land for the siting of 26 holiday lodges (legally twin unit caravans). This had circulated prior to the meeting and was discussed at length. This was strongly objected to, with the request that this should be determined by the full planning committee and any decision deferred until after they have had a site visit.12/00090/AS  Mr & Mrs Noble, Ladswood Farm, Poundhurst Road, Ruckinge. Proposed single storey rear replacement sun room & utility room. This was provisionally supported, subject to further circulation of the plans.Approval received:11/01073/AS  Kenilworth, Bromley Green Road, Ruckinge.Change of use of the land for keeping horses and erection of a stable block.

Public Time

Meeting closed for public participation.It was drawn to the Parish Councils attention that the application 11/01364/AS  TDNK Energy Solutions, Meadow View Industrial Estate, Installation of 166 ground mounted solar panel arrays on two trackers would be debated at the Panning Committee for determination on Wednesday 22nd February.The Parish Council reconvened.As there are so many discrepancies regarding the above application, it was agreed that a further letter be sent objecting to this. Cllrs D. Guy and S. Denis will compose and circulate for prior approval by councillors.

Borough Councillors

Apologies from Cllr P. Wood.Cllr. W. Howard reported that the Ashford Borough Council Budget had been approved, with the Council Tax freeze and prudent house-keeping there should be a surplus of £ 35,000 with money put into reserves.He reported that he is involved in the consultations regarding improvements to theRoyalMilitaryCanalpath which are to be made by K.C.C.The television presenter Mary Portas “Mary, Queen of Shops” could possibly make Ashford a “pilot” for her  “revamping” show and could provide £ 83,000 towards the High Street.

Any Other Business

Concern was expressed at the sequencing of the traffic lights at junctions 9 and 10 on the M20, and also on the lane markings which needs altering.Cllr S. Denis had set up a provisional web-site for Ruckinge and that this should be on the next agenda.There is a tree down on AE550 - the Chairman will discuss after the meeting.

Date of the Next Meeting

The date of the next meeting was agreed for Thursday 8th March 2012 at 8 p.m. in the Village Hall.There being no further business the Chairman declared the meeting closed at 10.10 p.m.
