Parish Council meeting minutes, March 2012

Meeting of the Parish Council held onThursday, 8th March 2012 at 8pm n the Village Hall.

Cllr. P. Sillibourne on Highways & Byways item on “Kits Bridge Lane” and Planning applications 11/01475/AS  and 12/00246/AS


The minutes had been circulated, after the addition of “Home Choice” after Ashford Borough Council these were unanimously agreed as a correct record and were duly signed by the Chairman.

Matters Arising

Local Needs Housing– the building works are on schedule. It was understood that applicant interviews were about to commence.Costa Cottage, Tree felling– no application has been received. To be followed up with the Planning Officer.Telegraph poles, Carters Field car park 

- these have been moved to the edge of the field.  Cllr Mrs T. Cliffe-Harrison could get these removed, if required.

Playground equipment– The Chairman had received the form “to express an interest” obtaining a grant, this could be in the region of £500 – £600. Quotations had been received from Specialised Welding to carry   out a “temporary” repair would be £ 600, but to properly renovate the slide in their workshop would be £ 1,200 - 00.It was proposed by Cllr. S. Denis, seconded by Cllr. Mrs T. Cliffe-Harrison to accept the higher price for the more permanent work in the sum of £1,200 – 00 plus V.A.T. and this was unanimously agreed and that the work be commissioned.

Highways & Byways

Nothing further on the water outside the Stacks, or on the Byway beside Meadow Cottage. Cllr. A. Tanton had further details about the organisation Green  Lanes Environmental Action Group involved with the preservation of PROW’s, Green Lanes, etc.

Bromley Green Notice Board

Cllrs. Mrs A. Tanton and Mrs T. Cliffe Harrison will clear area in readiness for the installation.

Queens Jubilee

The Chairman had applied for the Beacon at Horton Green. The P.C.C. would like “something” at the lower end of the village. He had heard nothing further from the “Blue Anchor” who had offered their field - to be followed up. There were not many volunteers at this stage. If necessary, the Beacon location could be altered.


Treasurers Account  £7,419.46The Clerk had circulated her Administration expenses book for verification, it was proposed by Cllr. Mrs F. Burt, seconded by Cllr. Mrs T. Cliffe Harrison and unanimously agreed that these were approved for payment.Cheques were signed:


12/00184/AS  Dr D. Mukifer Jee, The Old Butterfly Farm, Stone Cross Road, Bilsington. Erection of extensions to form a family room, a conservatory, front and side porches.  Replacement double garage with playroom above. The application was supported.11/01475/AS  Mr & Mrs Empett, The Willows, Poundhurst Road, Ruckinge.Replacement dwelling, new garage and change of use of ménage to garden. The application was supported.12/00246/AS  Mr & Mrs Empett, The Willows, Poundhurst Road, Ruckinge.Replacement/reconstruction of existing outbuildings.The application was supported.

Approvals received:-

11/01311/AS  Mr Philip Batt, Stonegate Farm, Stonegate Lane, Ruckinge.Demolition of two existing storage barns and replace with a new steel portal framed barn and lean-to storage.

12/00090/AS  Mr & Mrs Noble, Ladswood Farm, Poundhurst Road, Ruckinge. Proposed single storey rear replacement sun room & utility room.

Refusal received:- 11/01364/AS  Mr Naresh Bhundia, TDNK Energy Solutions, Meadow View Industrial Estate, Hamstreet Road, Ruckinge.Installation of 166 ground mounted solar panel arrays on two trackers.

Public Time

Meeting closed at 8.35 p.m. for public participation.Mr A. Body requested to speak on a byways-related matter; to share his concerns and to seek the view of the Parish Council about caravans sited at Lords Farm on what he claimed was a “permanent” basis.  He also cited incidents of harassment he had received from their owners.  He was assured that the people he had identified wee no longer on the site.

Mrs J. Small requested to speak on the Minutes, but digressed to the matter of the Public Right of Way in Kits Bridge Lane, and read from a prepared statement, dated March 23rd 2011.  In summary, she related many shortcomings in the process of remedial action to the Public Right of Way in Kits Bridge Lane which, in her opinion, still needed to be addressed. The Council noted the comments, but pointed out the issue is not a Parish Council matter, and should be dealt with by the K.C.C. department and the land-owners.  There was a discussion of unacceptable comments she had received as a result of the Public Rights of Way initiative.  Cllr. D. Guy volunteered to discuss the matter with Mrs Small and report back to the next Parish Council Meeting.The meeting reconvened at 9.15 p.m.

Any Other Business

County Councillor, Ashford Rural South Forum, 27th February Business: 2012 at Kingsnorth. Only three Parishes attended. The Chairman had attended and reported thereon, subjects under  discussion included “Lengthsman” (Village Caretaker), Parish Boundaries, Byways, Broadband and that Fire Officers would like to visit Parish Councils. It was mentioned that £ 44,000 is required to repair Gill Lane but a stop has been put on this in the sum of £ 17,000 at the current time.

Cllr. Mrs T. Cliffe Harrison reported on the Planning Committee meeting at which the Meadow View Solar Panels application was decided.Carters Field – Mr R. Knight had forwarded his cheque for the grazing rights of Carters Field for 2012/2013. It was unanimously agreed to write informing Mr Knight that all correspondence etc., should be sent to the Clerk direct and not through an intermediary. It was reported that Mr P. Collick had repaired the fencing.Concern was expressed at the condition of Bromley Green Hall. It was suggested that Cllr. Mrs T. Cliffe Harrison will tactfully mention this to Mr Murray when delivering the Parish Council donation.

It was clarified that Silver Birches planning application will go before the Planning Committee, with the Parish Councils recommendation deferring any decision until they have held a site visit.

Cllr. D. Guy elaborated on the Village Handyman scheme which is ending its trial year at Aldington at a cost of £ 20,000.

The “Parish Council Review of the Effectiveness of the System of Internal Control”, the Risk Assessment and the Assets Register to be on the next agenda.

Date of the Next Meeting

The date of the next meeting was agreed for Thursday 12th April 2012 at 8 p.m. in the Village Hall. There being no further business the Chairman declared the meeting closed at 9.40 p.m.
