Parish Council meeting minutes, November 2012
Meeting of the Parish Council held on Thursday, 8th November 2012 at 8pm in the Village Hall.

There were none
The minutes of the previous meeting had been circulated, these were proposed as a correct record by Cllr. D. Guy, seconded by Cllr. Mrs A. Tanton and unanimously agreed and duly signed by the Chairman, Cllr. S. Denis.
Unauthorised access, bottom of Dimon Hill – this is not a K.C.C. Highways matter, but a planning issue. The Clerk had contacted A.B.C. who had then, at her suggestion, consulted Cllr. P. Sillibourne for precise details.Overgrown Hedges – the Chairman had spoken with the owners and some had been cut. Other hedges were mentioned and the Chairman will contact the owners.The Highways safety issues, Ash Hill to Poundhurst
– nothing from K.C.C. Highways to date.
Drain at “Beja”
– some has been tipped between Sugarloaf and Silver Birches including a mattress, and “burnt” rubbish. Item to be on the web-site for residents to report to A.B.C. if anyone is seen tipping.
– A.B.C. Planning had been contacted and the working hours restrictions only apply to certain units, and floodlights may not require planning permission. The Clerk had forwarded this information to the complainant but had heard nothing further.
– these have possibly gone, the Chairman will check.
Drains at Oak Ridge and Ash Hill
- some have been cleared on Ash Hill, uncertain by whom.
K.A.L.C. Parish Council “top three priorities”
– these were defined as:-
1) Speeding – Interactive LED speed advisory signs for all villages.
2) Use of BOATS, Byways etc., by Four wheel drive vehicles, implementation of Winter restrictions.
3) Better, faster Broadband for all villages.
Hop Dog Oast – A.B.C. Planning dept. stated that the owners intend submitting an application.

Treasurers Account £8,428.26Half year Precept £4,500 and half year Concurrent Functions grant £305 received included in the above.
The Clerk reminded Councillors that the Budget for 2013/2014 was due to be decided at the next meeting, and this prompted a discussion on the donations to the Halls. It was proposed by Cllr. Mrs T. Cliffe-Harrison and seconded by Cllr. D. Guy that Cllr. A. Tanton make enquiries from Mrs J. Hunt as to the financial circumstances etc., of the Bromley Green Hall and the Bromley Green Residents Association, as the Parish Council are reviewing the apportionment of these donations and this was unanimously agreed. The Hall donations had been budgeted in 2012/2013 for £1,400.

Millennium Sign and Flag Pole
Nothing further from Rev’d Whately or the PCC. The condition of the Millennium sign requires considerable work, the Chairman had requested two quotations from Mr R. Stiles, one for oak and the other for Iroka.
Registering the land – all the information already located is being collated, and it is hoped that this will be ready for submission to the Land Registry after approval at the next meeting.Cllr. Mrs A. Tanton had obtained the Fields in Trust “Queen Elizabeth 11 Fields Challenge” application form and duly completed, but not yet sent off.
The slide has not been returned yet.
Highways & Byways
Cllr. A. Beaney will inspect the area near Newstead, Bromley Green Road.The gate onto the B2080 from AE550 is open.The incident with a vehicle on the “Public Right of Way” at the bottom of Gill Lane, has resulted in the positioning of a sign “Not Suitable for H.G.V’s”. Cllr. D. Guy will report this to County Cllr. Mr M. Angell.
Bromley Green Notice Board
Nothing further. This is intended to be erected the following weekend.
Web site/Faster Broadband
There had been two comments posted, one pertained to the current Footpath Warden.
Any Other Business
The meeting held at Hamstreet regarding an Oil purchasing consortium had been successful with orders being placed at a saving of 5p per litre, it was agreed to publicise this on the web-site.
Concern was expressed at the recurring waste water problems along Bromley Green Road, which sometimes leaves raw sewage, Clerk to write to Southern Water.There had been a suggestion of a War Memorial in the Church by Mr R. Burroughs, but nothing further heard. It was understood that this was “in progress” – to be followed up.Cllr D. Guy had attended the Parish Forum and briefly reported thereon. The principle item being the Refuse Collection service and the recycling facilities.Letter circulated to all councillors regarding letter received from K.C.C. PROW Officer regarding Kits Bridge Lane – to be on the next agenda.
Date of the Next Meeting
The date of the next meeting was agreed for Thursday, 6th December 2012 at 8 p.m. in the Village Hall.There being no further business the Chairman declared the meeting closed at 9:40p.m.
