Parish Council meeting minutes, April 2013
Meeting of the Parish Council held on Thursday, 11th April 2013 at 8pm in the Village Hall.
Cllr. S. Denis in the Chair, Cllr. A. Beaney, Cllr. D. Guy, Cllr. P. Sillibourne, Cllr. Mrs F Burt, Cllr. Mrs A. Tanton and the Clerk, Mrs M. C. Shaw.

Declarations of Interest
Cllr. A. Beaney on Village Hall and Snave Wind Farm.
The minutes of the previous meeting had been circulated, these were proposed as a correct record by Cllr. A. Beaney, seconded by Cllr. Mrs A. Tanton and unanimously agreed and duly signed by the Chairman, Cllr. S. Denis.
Sewage problems along Bromley Green Road
– Cllr. Mrs A. Tanton reported that a survey of the problems would be
taking place between 7th – 9th May.
Mr R. Cherry attended and gave an insight as to what could be incorporated into a “plan”, vulnerable adults, the elderly, severe weather conditions, serious accidents etc., etc.It was suggested that he could formulate a basic framework plan and bring to the June meeting.

Treasurers Account £6,149.14The draft Financial Statement was circulated.Cheques was approved and drawn: S. Denis, refund of Website Domain Name subscription £17–50
Approval received:-13/00160/AS Mr Andy Metland, Canal Farm, Hamstreet Road, Ruckinge.Conservatory rear extension.Notification that 13/00073/AS Miss Maia Buisson, Hop Dog Oast, Gill Lane, Ruckinge will be going to the Planning Committee next Wednesday.
Millennium Sign and Flag Pole
Nothing further. Cllr. P. Sillibourne will make enquiries. No known progress on the sign. Once a location has been agreed then it will be appropriate to press for its completion.
A survey of the field has been carried out and now needs a structured plan of the works required. Some of these were discussed in more depth. The gates need replacing, fencing needs looking at as many of the spiles need replacing. The possibility of “whips” being planted to form a natural boundary. The field gate requires a padlock. Cllr. A. Beaney has some gates that he was willing to donate, but these will require posts. Posts can be located, Cllr. P. Sillibourne will be able to install these. To mow the Field could cost about £ 240 per annum. It was agreed that the mowing will be the priority. Cllr. D. Guy will contact a Tree Surgeon regarding the inspection of these. It was suggested that some of the works could be carried out by volunteers, to be on the website.Mr R. Greenfield currently mows the Children’s Play area, which is greatly appreciated.
Fields In Trust
Legal advice had been received from N.A.L.C. via K.A.L.C who had raised some queries on The “Deed of Dedication”. Cllr. Mrs A. Tanton had contacted Fields In Trust regarding these and amendments could be made to the wording of this document. Communal Leisure and Eco–mowing being suggested. Cllr. Tanton had circulated a flyer around Bromley Green informing residents of proposals for Carters Field and had had favourable feedback.It was proposed by Cllr. F. Burt, seconded by Cllr. A. Beaney that the “Deed of Dedication” be signed by Cllr. Mrs A. Tanton and Cllr. Mrs T Cliffe-Harrison and was unanimously agreed.
Snave Wind Farm
Cllr. A. Beaney and Cllr. D. Guy had attended a Public Meeting which had been held at Newchurch on 21st March 2013 and was reported thereon. A poll had been on the website and parishioners were against 24 to 2. If a planning application is made, the Parish Council will be consulted through Ashford Borough Council.
Highways & Byways
More pot-holes have been reported, especially the road edges which are degrading, repairs that have been carried out are of an appalling standard. The one opposite Carter Farm has been repaired.The AE550 is still a problem. It was reported that a K.C.C. P.R.O.W. Officer had been inspecting P.R.O.W’s in the area last week.Complaints had been received regarding HGV’s using the road through Ruckinge and Bilsington apparently going down to Brooker Farm – Cllr P. Sillibourne will make enquiries and if appropriate have a diplomatic word.
The “hits” are continuing to increase. The Carters Field initiative has been featured. More information is being added. The Domain Name subscription has been renewed for £17–50.

Any Other Business
Complaints had been received from Mr Bridges regarding the noise at the Blue Anchor, litter, speeding traffic etc. It was suggested that residents could “adopt” a road and keep this clear of litter, item to be on the website.It was agreed that Thanks be given to Mr Andy & Mrs Nina Pickup who do keep Marsh Road cleared of rubbish.It had been suggested by a parishioner that a sign ”Horses on the Road” should be requested from Highways.Cllr. P. Sillibourne will inform the Footpath Warden, Mr T. Whateley of complaints about the Public Rights of Way.Cllr. Mrs A. Tanton still has the metal box with old documents and papers but would like it to be catalogued before being handed over to the Heritage Society, Cllr. A. Beaney offered to do this.The location of the Title Deeds to the Village Hall are to be ascertained.

The Annual Meeting of the Parish Council was agreed for Thursday, 9th May 2013 at 8 p.m. preceded by the Parish Meeting at 7.30 p.m. in the Village Hall.There being no further business the Chairman declared the meeting closed at 9:50p.m.
