Parish Council meeting minutes, April 2014
Meeting of the Parish Council held on Thursday, 10th April 2014 at 8pm in the Village Hall.
Cllr. S. Denis in the Chair, Cllrs. A. Beaney, P. Sillibourne, D. Guy, Mrs F. Burt. Mrs T. Cliffe-Harrison, Mrs A. Tanton and the Clerk, Mrs M. Shaw.
Declarations of Interest
Cllr. P. Sillibourne on Public Right of Way AE566 and Cllr. A. Beaney on the Village hall.
The minutes of the previous meeting had been circulated, after the addition of “parapet wall over the Sedbrook sewer” these were resolved as a correct record, proposed by Cllr. D. Guy seconded by Cllr. Mrs T. Cliffe-Harrison.
Sewage problems along Bromley Green Road – two letters have now been sent to residents by Southern Water, but there is no progress on the actual remedial work taking place. Test dyes have been put down drains and surface water pipes, which has now prompted that it may a multi-agency problem. The earliest possible date for any remedial work being carried out could be June 2014. Cllr. J. Martin is proposing that a meeting is held with all interested parties and with the possibly of the media being involved.

Treasurers Account, as at 26th March 2014 £8,429-18 Following circulation of all documents to Councillors, It was proposed by Cllr. Mrs T. Cliffe-Harrison, seconded by Cllr. A. Beaney that the following documents be approved and these were duly signed by the Chairman:-Financial StatementAccount BookAnnual Audit ReturnStatement of Internal ControlRisk AssessmentAudit Commission Annual Governance Statement Audit Commission Accounting Statement 2013 – 2014 The Assets Register was discussed and will be updated, it was agreed that for the previous year 2013/2014 the Clerk complete with the usual composite figure and the Chairman duly signed. The Village Hall needs to be valued, Local Agents to be asked to quote for this service. Cheques were approved and signed:- A. Milstead, Cairn construction, £190–00 R. This has been completed and is now in position. Thanks were extended to everyone involved in the project.

The Cairn has been built, this is now featured on the web-site.
Bromley Green Hall
Fund-raising continues. But unfortunately a Party booking had caused serious vandalism.
Highways & Byways
Nothing further on the ”red” tarmac.Public Right of Way AE566, nothing further. Clerk will ask Cll. M. Angel to exert pressure on senior officials for a site visit.
The web-site subscription requires renewal next month.
Village Hall Deeds
More documents had been requested by the Land Registry, now in Wales.
There are now more serious problems with the lead flashings, in addition to the roof, soffit boards etc., quotations are in the process of being obtained, these will now probably be in the region of £2,000 +. It was resolved that the Parish Council will underwrite with finance for these essential repairs, proposed by Cllr. P. Sillibourne, seconded by Cllr. Mrs T. Cliffe-Harrison should no grants be obtainable. The Clerk will contact Cllr. M. Angell regarding the possibility of a K.C.C. Members grant.
Items of Interest
A request had been received by the Bromley Green Residents Association for permission to erect additional lighting for the Carters Field car park area. Details had been circulated and this was approved.Large local tractors are speeding through the village, causing possible danger to pedestrians especially children. Cllr. A. Beaney will have a “diplomatic word”.
Date of the Next Meeting
Parish Meeting was agreed for Thursday 8th May at 7.30. p.m. followed by the Annual Meeting of the Parish Council at 8 p.m.It was agreed to ask Cllr. J. Martin to give a report “in layman’s terms” of the A.B.C. Support Grant and an update of the Gypsy Policy.There being no further business the Chairman declared the meeting closed at 10.20 p.m.
