Parish Council meeting minutes, October 2014

Meeting of the Parish Council held on Thursday, 9th October 2014 at 8pm in the Church Hall.


Cllr. S. Denis in the Chair, Cllrs. D. Guy, P. Sillibourne, Mrs T. Cliffe-Harrison, Mrs A. Tanton and the Clerk, Mrs  M. Shaw.


Cllrs. Mrs F. Burt and A. Beaney.


There were none.


The minutes of the previous meeting had been circulated,  these were resolved as a correct record, proposed by Cllr. D. Guy, seconded by Cllr. P Sillibourne.

Matters Arising

Sewage problems along Bromley Green Road – the drains are still being “sucked” out by K.C.C.  Nothing appears to be being done about the ditch at the end of the road.



Treasurers Account  as at 29th September 2014   £13,657-66Half year Precept, Concurrent functions grant and Support Grant, included.Cheque drawn between meetings:-

14/01011/AS  Brisley Farmhouse, Brisley Lane, Ruckinge. Replacement of existing outbuilding to form self-contained holiday let. The application was supported.

Carters Field/Bromley Green Hall

Cllr P. Sillibourne reported that road planeings are scarce, Cllr Mrs A. Tanton had investigated and could obtain 20 tonnes for £150 plus V.A.T.It was agreed that Mr P. Sillibourne would order two x twenty tonnes loads and supervise delivery, to be confirmed.It was agreed that the field should be mown again.

There had been some response from Bromley Green Residents Association to the suggestion of volunteer mowing, if a mower is provided.

The main gate had been vandalised and a vehicle accessed the fields, this had been kindly repaired by Mr Tanton. The P.C.S.O. to be informed.

Highways & Byways

Nothing further on the “red” tarmac.The 30 m.p.h. sign opposite Court Lodge Farm has been re-erected but not repositioned.A hedge at Gill Lane has been cut but not the relevant dangerous part of it.  It was agreed that the K.C.C. Highways letter be distributed accordingly.

If anyone has any Public Rights of Way complaints these can be reported on the “K.C.C Public Rights of Way” web-site, where the exact location of the fault can be pin-pointed.

Village Hall Condition and Future

It was proposed by Cllr. S. Denis that all the Parish residents be canvassed via leaflets and on the web-site for their views with a “use it or loose it” questionnaire on the future of the Village Hall, seconded by Cllr. D. Guy and unanimously agreed.  The Chairman will circulate a draft flyer for Councillors consideration.  It was suggested that this consultation period be extended until the February meeting.

Items of Interest

Query on Capel Gardens (Silver Birches), “discharge of conditions” - it was confirmed that no consultations with the Parish are required for the discharge of conditions imposed by Ashford Borough Council.The location of the next meeting was discussed, it was learnt that the Bromley Green Residents Association would charge the Parish Council £5 per meeting, this was not met with a positive response in view of the voluntary donation of £ 750 which is usually given to them.  This feedback is to be “fed back” to the Association.

The next Meeting was agreed for Thursday 13th  November 2014 at 8 pm in the Church Hall.There being no further business the Chairman declared the meeting closed at 9.15 p.m.
