Parish Council meeting minutes, November 2014

Meeting of the Parish Council held on Thursday, 13th November 2014 at 8pm in Bromley Green Village Hall.

The minutes of the previous meeting had been circulated,  these were resolved as a correct record, proposed by Cllr. D. Guy, seconded by Cllr. Mrs A. Tanton.


P.C.S.O. Andy Huckstepp gave an update of crime in the area via his newsletter which had been circulated.  He understood that there was a problem with speeding and gave details of speed cameras, community speed watch etc.  It was possible that Parish Councillors could receive training in the use of these devices, and maybe able have use of one on loan, he would make further inquiries. Various areas were pinpointed for speed checks.  He was thanked for attending and left the meeting.

Matters Arising

Sewage problems along Bromley Green Road – currently during this rainy period there are tankers pumping on a daily basis. There is to be a meeting organised by Borough Councillor, Miss J. Martin, between Southern Water, Damian Collins, M.P., and K.C.C. at Bromley Green Hall at 6 p.m. on 28th November.  Flyers have been distributed to residents.

The financial details were circulated.  These were discussed in depth.  It was unanimously agreed that the Precept requirement for 2015/2016 would be £ 10,000, proposed by Cllr. Mrs T. Cliffe Harrison, seconded by Cllr. A. Beaney.It was proposed by Cllr. A. Beaney, seconded by Cllr. D. Guy that the Clerks Salary be increased to SPC 24 @ 5 hours per week to £ 2,936 – 96 based on N.A.L.C. rates issued July 2013. All administration expenses to be reimbursed.

14/01057/AS  Ashwell Lodge, Bromley Green Road, Ruckinge. Construction of a rear dormer roof extension.

Carters Field/Bromley Green Hall

Cllr. P. Sillibourne reported that road planeings are still unobtainable.Cllr. S. Denis had met with the Tree Warden, Dr. Chris Gove. The trees are in a reasonable condition, but there are a few branches which have broken off and are resting on lower branches. 3 oaks near the Children’s Play area need to have some of the lower branches removed to make the area lighter. Cllr. S. Denis will contact a tree surgeon and obtain estimates.  A vote of thanks was extended to Dr. Gove for his advice.“The Tree Diamond” was discussed and costs are to be obtained for the trees as these need to be substantial enough to resist animals and possible vandalism.

Highways & Byways

Nothing further on the “red” tarmac. Cllr. A. Beaney reported that there are no major concerns.The Chairman had received complaints from Mr & Mrs Page regarding Gill Lane, Graham Rustling of K.C.C. will have the Lane inspected with the possibility that temporary closure notice could be issued.

Village Hall Condition and Future

Cllr. A. Beaney had completed the grant forms and obtained three quotations for the work required to the Village Hall, these have to be submitted by 30th November but need Cllr. J. Martins signature prior to submission.The draft questionnaire had circulated and after small amendments was approved.  The Chairman will get these printed over the weekend for distribution by Councillors, with a return date of 8th December.These can be returned to The Blue Anchor, Ruckinge, “Woodruff”, Bromley Green Road, (Cllr. Mrs T. Cliffe-Harrison) a Councillor (if you know one) or to the Clerk via email.

On the general condition, the Hall is running at a loss annually and have now lost the recycling money, but it still needs maintenance of the services to even attract bookings.

Cllr. S. Denis gave an update, including the questionnaire requesting responses to the future for the Village Hall.

Items of Interest

It was suggested that the meetings alternate between Ruckinge Village Hall and Bromley Green Hall, proposed by Cllr. Mrs T. Cliffe –Harrison, seconded by Cllr A. Beaney and this was agreed.There are further “disturbances” along the land bordering the Hamstreet Bypass by the Railway Bridge where motorcycle scrambling appears to be taking place, this has been reported to A.B.C. previously.Cllr. P. Sillibourne has been requesting a Sign on the Millennium Sign stating that this was unveiled on 01-01-01 - this will be progressed.

Date of the Next Meeting

The next Meeting was agreed for Thursday 11th  December 2014 at 8 pm in the Village Hall.There being no further business the Chairman declared the meeting closed at 10.15 p.m.
