Parish Council meeting minutes, December 2014
Meeting of the Parish Council held on Thursday, 11th December 2014 at 8pm in the Village Hall.
Present
Cllr. S. Denis in the Chair, Cllrs. A. Beaney. D. Guy, P. Sillibourne, Mrs F. Burt, Mrs T. Cliffe-Harrison, Mrs A. Tanton and the Clerk, Mrs M. Shaw.

Two members of the public.

Minutes
The minutes of the previous meeting had been circulated, these were resolved as a correct record, proposed by Cllr. D. Guy, seconded by Cllr. Mrs A. Tanton.
Matters Arising
Sewage problems along Bromley Green Road – currently during this rainy period there are tankers pumping on a daily basis. Cllr. S. Denis gave a report on the meeting, held to discuss the problems, which was organised by Borough Councillor, Miss J. Martin, between Southern Water, Damian Collins, M.P., and residents affected on 28th November. K.C.C. did not attend. It was considered that there was a more positive outcome from this meeting.

The Chairman closed the meeting at 8.25 p.m. to allow two residents to address a matter of their concern. Whilst this was discussed informally, it was established that this was a private matter and not Parish Council business.
The meeting reconvened at 8.55 p.m.
Finance
Treasurers Account as at 30th November 2014 £13,541 - 34Cheques were approved and drawn:-
- Mrs M. Shaw, Salary (1st October 2014 to 31st December 2014) £569 – 35.
- Administration expenses (1st October 2014 to 31st December 2014) £171 - 09
- H.M.R.C. PAYE (1st October 2014 to 31st December 2014) £142 – 34.
The financial details were again discussed in depth. It was proposed by Cllr. A. Beaney seconded by Cllr. Mrs F. Burt that in view of the increase in salary rates issued by N.A.L.C. that the Clerks salary be increased to £3,086 – 44 per annum and updated as from 1st January 2015 and unanimously agreed.
Planning
14/01412/AS Harrison House, Bromley Green Road. Erection of detached outbuilding and log store. The application was supported.
Carters Field/Bromley Green Hall
Nothing further on the trees.Road planeings are still not available.MTS tankers, involved with the Bromley Green drainage problems, are turning at the car park and have made considerable ruts. It was agreed that the Chairman will compose a letter to them requested reinstatement of the damage, copy to be sent to Southern Water.
Highways & Byways
Nothing further on the “red” tarmac.The Chairman had met with Andrew Hutchinson of K.C.C. Public Rights Of Way dept. and “walked” Gill Lane, the temporary closure, for 6 months, previously mentioned has not yet been investigated.Cllr. A. Beaney would be meeting the Highways Steward for the Parish Visit on 5th January 2015.

Cllr. S. Denis reported that there is more “activity” on the site just after publication of the Parish Magazine.
Village Hall
The questionnaire circulated resulted in 29 replies, two were from outside the Parish. Cllr. Mrs T. Cliffe-Harrison volunteered to collate the responses. It was understood that some of the existing committee members would be willing to help a new committee.An application has been made for a further grant for the other flat roof. Should necessary repairs to the hall escalate, it was unanimously agreed that the Parish Council would guarantee the funding of this.
Items of Interest
Nothing further on the off-road scrambling beside the A2070.Cllr. P. Sillibourne had obtained a plaque for the Millennium Sign stating that this was unveiled on 01-01-01.
Date of the Next Meeting
The next Meeting was agreed for Thursday 12th February 2015 at 8 pm in the Village Hall.There being no further business the Chairman declared the meeting closed at 09.45 p.m.
