Parish Council meeting minutes, February 2015

Meeting of the Parish Council held on Thursday, 12th February 2015 at 8pm in Bromley Green Hall.

The minutes of the previous meeting had been circulated,  these were resolved as a correct record, proposed by Cllr. P. Sillibourne, seconded by Cllr. D. Guy.

Matters Arising

Sewage problems along Bromley Green Road – up to the Christmas period there were tankers pumping on a daily basis.No actual progress appears to have been made.  Another meeting with the Damian Collins M.P., Cllr. J. Martin and the Steering Committee is scheduled for 27th February at Bromley Green Hall.



P.C.S.O. Andy Huckstepp elaborated on his crime report which had been circulated. He was thanked for attending and then left the meeting.

The application was supported.15/00104/AS  Ash Hill House, Ash Hill, Ruckinge. Erection of a part single storey and part first floor side and  rear extension and insertion of first floor window to South East elevation. The application was supported.Approvals received


14/01412/AS  Harrison House, Ash Hill, Ruckinge. Erection of detached outbuilding and log store.

14/01540/AS  Amhurst, Hamstreet Road, Ruckinge. Erection of a double garage (part retrospective)

Highways & Byways

Following the Chairman’s meeting with Andrew Hutchinson of K.C.C. Public Rights Of Way dept., Gill Lane has had a 6 month temporary Closure Notice imposed.Cllr. A. Beaney had a meeting with the Highways Steward on 5th January 2015 and had circulated copies of the report, some of these had been repaired. He was thanked for attending this meeting.Cllr. Sillibourne reported that he had received a grant of £500 for the Byway along the Canal Bank, but it is too wet to carry out any work, but road planeings are still unavailable.

Village Hall Condition and Future

Cllr. Mrs T. Cliffe-Harrison had collated the responses to the questionnaire which had circulated at the previous meeting.Several volunteers had come forward and it was noted that some of the existing committee members would be willing to help a new committee in their initial meeting.  There will be an ordinary meeting next week when the volunteers will be discussed. It was reported that the bookings had actually increased in the last six months.

Borough Councillor

Cllr. J. Martin discussed various subjects with the councillors including the provision of Broadband to households, the closure of Knoll Hill at Aldington and preferred routes for lorries. She distributed the Ward member Newsletter on behalf of William Howard and herself.

Items of Interest

The Clerk advised that it is necessary to adopt the updated Standing Orders and Financial Regulations before the end of the financial year.It is now Legal for Councillors summons to the meetings to be distributed by email, but only if a councillor specifically requests this method.Following previous concern about lorries using Ash Hill as a short cut, Cllr. Sillibourne had followed a Collison’s tanker on 8th January  at 11 a.m. and had noted its registration number.It was agreed to send these details to the County Councillor, M. Angel.

The next Meeting was agreed for Thursday 12th  March 2015 at 8 pm in the Village Hall. There being no further business the Chairman declared the meeting closed at 09: 50 p.m.
