Parish Council meeting minutes, July 2015

Meeting of the Parish Council held on Thursday, 9th July 2015 at 8.00 p.m. in the Village Hall.


Cllr. S. Denis in the Chair, Cllrs. P. Sillibourne, D. Guy, Mrs F. Burt, Mrs T. Cliffe-Harrison, Mrs M. Hills and the Clerk, Mrs M. Shaw.

Mrs M. Hills was proposed by Cllr. S. Denis, seconded by Cllr. P. Sillibourne and unanimously agreed.  Mrs M. Hills duly signed her “Declaration of Acceptance of Office” and was welcomed to the Parish Council.

The minutes of the previous meeting had been circulated, these were resolved as a correct record, proposed by Cllr. P. Sillibourne, seconded by Cllr. Mrs F. Burt.


Mr G. Rusling gave members an insight as to how a Closure Order can be placed on a Bridleway.  It is for K.C.C. to of contact the Parish Council when they consider that a closure order is necessary and he would be contacting the Parish Council in due course about Gill Lane.  He was thanked for attending and he left the meeting.

Matters Arising

Sewage problems along Bromley Green Road – Cllr. Mrs M. Hills reported on the meeting with Southern Water and Borough Cllr. J. Martin has updated Councillors via email.



Treasurers Account  as at   30th June 2015  £15,055 – 65.
Cheques were drawn:-Clerks Salary,  £ 756 - 79 less P.A.Y.E.  £ 151 - 36 Total due  £ 605 - 43Administration  expenses  £203 - 73

The Chairman closed the meeting at 8.25 p.m. to allow members of the public to address the Council on a Planning Application.The Chairman reconvened the meeting at 8.35 p.m.


15/00744/AS  The Poplars, Bromley Green Road, Ruckinge.  Change of use of land for the operation of a dog kennels for 28 dogs with the erection of a 24ft x 60ft kennel building and external exercise area. The application was strongly objected to, causing noise to adjoining neighbours and more traffic movements along this road. Concern also expressed about the disposal of dog excrement. It was agreed to consult with Cllr. J. Martin.

15/00857/AS  Marshward, Bilsington Road, Ruckinge. Erection of two storey rear/side extension and new front porch,  The application was supported.

15/00894/AS  Harrison House, Ash Hill, Ruckinge. Fitting of new external free standing oil fired boiler. The application was supported.

15/00913/AS  Harrison House, Ash Hill, Ruckinge. Fitting of new external free standing oil fired boiler and replacement oil tank. The application was supported.

The Chairman closed the meeting at 8.55 p.m. to allow the prospective owners of the Blue Anchor to inform the council of their proposed plans.

The meeting re-convened at 9.05 p.m.

Carters Field/Bromley Green Hall

Trees – these have now been done.

Cllr. S. Denis has the key to the main field. It needs a new lock for the pedestrian gate,  Cllr. D. Guy will obtain one and also investigate the idea of “Key Safes”.

It had been mentioned that when the Sewage “repairs” are in progress they would require a place to park their Porta Cabin etc.  Agreed that it needs an official request to the Council.

It was agreed that the field will need mowing before the end of the season.

Highways & Byways

There is a continual flow of water at the top of Dimon Hill to be reported to South East Water.

Letter to be written to the owner of the overgrown hedge at Dimon Hill.

Local Needs Housing

English Rural Housing Association – re: Government “Right To Buy” scheme.  This was briefly discussed and it was agreed to be on the next agenda.  The Chairman will draft a letter for Councillors approval.

Nothing further.

Items of Interest

The new gates on the Canal path had been stolen, these were  replaced by the Environment Agency.  But within days the PROW was being used by 4 x 4 vehicles.

Fly-Tipping AE 550 – nothing further

The Village Pump – nothing further.

Provision of a Dog Bin at “Austin Bank”, agreed to investigate, Cllr. T. Cliffe-Harrison will do so

The next Meeting of the Parish Council was agreed for Thursday, 10th September 2015 at 8 p.m. in Ruckinge Village Hall

There being no further business the Chairman declared the meeting closed at 9.20 p.m.
