Parish Council meeting minutes, September 2015

Meeting of the Parish Council held on Thursday, 10th September 2015 at 8.00 p.m. in the Village Hall.


Cllr. S. Denis in the Chair, Cllrs. P. Sillibourne, D. Guy, Mrs F. Burt, Mrs T. Cliffe-Harrison and the Clerk, Mrs  M. Shaw.

The minutes of the previous meeting had been circulated, these were resolved as a correct record, proposed by Cllr. P. Sillibourne, seconded by Cllr. Mrs F. Burt.

Matters Arising

Sewage problems, Bromley Green Road, there have been further updates from Cllr. J. Martin.  Letter received from Fisher German re the above and the rectification procedures to be carried out.  The Chairman, Cllrs. D. Guy and P. Sillibourne had met with Mr Butson at Carters Field and an agreement was decided upon.  The contract was approved by the Council and duly signed by the Chairman for the stationing of the contractors Site huts etc., during these works.  The sum of £ 500 for the use until 6th February 2016.

It was agreed that draft budget figures be available at the next meeting for preliminary discussion.


15/00744/AS  The Poplars, Bromley Green Road, Ruckinge.  Change of use to cattery.  Amended description.

Enquiries to be made from A.B.C. as to whether the previous consultees have been notified about the change from dog kennels to a cattery.  Until this is established no comments will be submitted.

15/01064/AS   Ivanhoe, Bromley Green Road, Ruckinge. First floor front extension & alterations to rear flat roof dormer. The application was supported

Refusal received:-

15/00572/AS  Cherrytree Paddock, Bromley Green Road, Ruckinge. Erection of replacement barn and stable building including retention of hardstanding (part retrospective).

Approvals received:-

15/00894/AS Harrison House, Ash Hill, Ruckinge. Fitting of new external free standing oil fired boiler.

15/00913/AS Harrison House, Ash Hill, Ruckinge. Fitting of new external free standing oil fired boiler and replacement oil tank.

15/00857/AS  Marshward. Bilsington Road, Ruckinge. Erection of two storey rear/side extension and new front porch.

It was agreed that Cllrs. S. Denis and Mrs T. Cliffe-Harrison will attend the Planning Training meeting on 7th October.

Carters Field/Bromley Green Hall

Cllr. D. Guy had purchased a padlock and key safe and these have been positioned in a specified location.  The field has been mown again.

The suggestion of a Diamond of Trees was again discussed, to be discussed at a later date.  It was thought that the Cubs may be interested in a possible tree planting.

It was agreed to canvass the Village Hall Committee and the Bromley Green Residents Association about possible usage of Carters Field.

Highways & Byways

No response to the overgrown hedge at Dimon Hill – K.C.C. to be requested to pursue this.

Nothing further from Mr G. Rusling, K.C.C.  PROW Officer on the Closure of Byways.  Councillors inspected the byways map and Cllr P. Sillibourne explained the Byways to councillors and the problems. The Chairman will contact Mr G. Rusling with the Parish Council recommendations.

There is still the recurring problem between “The Stacks” and “Kenilworth” with running water, Southern Water to be asked to investigate.

It was agreed that another Salt Bag is not required this year.

Local Needs Housing

English Rural Housing Association – re: Government “Right To  Buy” scheme.  This was discussed and it was suggested that Cllr. J. Martin request that this is an item for the next Parish Forum agenda.

Items of Interest

Bromley Green Road speeding - a suggestion is to be put forward to Kent Highways for “sleeping policemen” to be installed.
