Parish Council meeting minutes, May 2016
Meeting of the Parish Council held on Thursday, 12th May 2016 at 8.00 p.m. in Ruckinge Village Hall.
Present
Cllr. S. Denis in the Chair, Cllrs. P. Sillibourne, D. Guy, A. Beaney and the Clerk, Mrs M. Shaw.
Apologies
Cllrs. Mrs F. Burt, Mrs T. Cliffe-Harrison, Mrs M. Hills.
Election of Chairman
Cllr. S. Denis was proposed by Cllr. P. Sillibourne, seconded by Cllr. D. Guy and unanimously elected. Cllr. Denis duly signed his “Declaration of Acceptance of Office”..
Election of Vice-Chairman
Cllr. A. Beaney proposed Cllr. D. Guy, seconded by Cllr. P. Sillibourne and unanimously agreed.
Appointment of Representatives
K.A.L.C. - It was proposed by Cllr. P. Sillibourne, seconded by Cllr. S. Denis to continue membership and agreed. Representatives to be agreed at a full meeting.
Apologies
There were none.
Minutes
The minutes of the previous meeting had been circulated, these were resolved as a correct record, proposed by Cllr. D. Guy, seconded by Cllr. P. Sillibourne and agreed.
Matters Arising
Sewage problems, Bromley Green Road: letter from German Fisher enclosing a cheque from Southern Water for £ 1,500 for usage of Carters Field. The Chairman reported that the replacement of the “pods” was progressing rapidly.

Cllr. P. Sillibourne proposed and Cllr. D. Guy seconded that the following documents are approved, and these were unanimously agreed and signed accordingly by the Chairman:-

Cheque was drawn: K.A.L.C. subscription £ 243 - 94 + V.A.T. £ 48 - 79 Total due £ 292 - 73
The Insurance documents are to be reviewed, to delete or update as required.
Planning
16/00635/AS Agricultural building south of Holmans, Bromley Green Road, Ruckinge. Prior approval for the change of use an existing agricultural building and land within its curtilage to a residential dwelling and associated operational development. No comments were made on the application.
16/00543/AS Land Adjacent to Chestnuts, Stone Cross Road, Bilsington. Prior Approval for a proposed change of use - storage and distribution building, and land within its curtilage, to residential dwelling and associated operational development. No comments were made on the application.
16/00641/AS Damson Cottage, Hamstreet Road, Ruckinge. Two storey side extension, alteration to roof and erection of porch.The application was supported..
Carters Field
The Chairman is investigating the suggestion of wooden Picnic tables, Cllr. Sillibourne was very enthusiastic about those constructed of recycled materials, which are virtually indestructible.
B.G. Hall
Nothing further It was agreed that the Chairman be invited to attend the next meeting.
Highways & Byways
Hamstreet Road landslide - a site meeting had been held on 21st April 2016, whilst repairs have now been carried out it was uncertain who would be paying the final account, the land owner, his insurers or Kent Highways.
There had been no response from UK. Power Networks regarding the light at North View. The Chairman had been in contact with the owner of North View who informed him that she is against the light being replaced. Members of the Public have requested the reinstatement of the street light..
Village Hall
Cllr. S. Denis has been in contact the Vice-Chairman of the Village Hall committee who does not wish to be Chairman. An item will be put onto the website and in the Parish Magazine asking for a volunteer/s. A representative of the Parish Council is invited to attend their A.G.M. on 15th June, the Chairman hopes to attend.
Borough Cllr
Apologies received from Cllr. J. Martin. She had sent a comprehensive report, which was circulated.
Items of Interest
The PCSO had attended briefly but gave his apologies for being unable to remain.
Concern was expressed at the building works being carried out at Fairview Estate, A.B.C.Planning Officer to be notified.
It was noted that the header timber on the Notice Board attached to the Village Hall needs replacing, Mr A. Homewood would carry out this. He is also to renovate the Village Pump, it was agreed that the Parish Council will under-write the cost of the pump renovation to the sum of £ 300.
The old notice board by the fence outside the Village hall is no longer serviceable and the Hall committee were given permission to remove.

This was agreed for Thursday, 9th June 2016 at 8.00 p.m. in the Bromley Green Hall .
There being no further business the Chairman declared the meeting closed at 9.35 p.m.
