Parish Council meeting minutes, June 2016

Meeting of the Parish Council held on Thursday,  9th June 2016 at  8.00 p.m. in Bromley Green Hall.

There were none.


The minutes of the previous meeting had been circulated, these were resolved as a correct record, proposed by Cllr. D. Guy, seconded by Cllr.  P. Sillibourne and agreed.

Matters Arising

Sewage problems, Bromley Green Road:   It was reported that the contractors are installing the last “pod”.  It was reported that the contractors still have remedial works to do, and these should be completed and the site cleared by the beginning of July.

Treasurers Account  as at   31st May 2016 £19,818 - 46

The Clerk had attended the Internal Audit and this was approved.  It was agreed to appoint Mr J. Cantor as the Internal Auditor for 2016/2017.  Letter of thanks to be sent accordingly.

The Clerk had reviewed the insurances and to obtain the reduced premium agreed to a three year term.

Ashford Borough Council, Precept, Support Grant and Concurrent Functions Grant, half year £ 4,595 - 00

Cheques were drawn:-

It was agreed to write to A.B.C. regarding progress on the  Cherrytree Paddock Inquiry and also the recent Planning application.

Approvals Received:-

16/00205/AS Blue Anchor, Hamstreet Road, Ruckinge. Change of use of part of ground floor to residential accommodation in association with existing accommodation at first floor level with associated garden. Change of use of part of ground floor to office with associated parking.

16/00490/AS   Ash Hill House, Ash Hill, Ruckinge. Proposed first floor extension over existing kitchen with 2 proposed dormer windows (revision to planning permission 15/00104/AS)

Carters Field

The Chairman closed the meeting at 8.20 p.m. for Councillors to inspect the trees in the Carters Field “Queens Jubilee Diamond"

The Meeting reconvened at 8.45 p.m.

The trees are growing well with only two fatalities. Some do require “heeling in”.

The Chairman is still investigating the suggestion of wooden Picnic tables and will also investigate the Agri.Cycle products, (using recycled materials) and will circulate councillors when details are known for their approval, prior to ordering two tables.

B.G. Hall

Nothing further  It was agreed that the Chairman be invited to attend the next meeting.

Highways & Byways

The  PROW Officer, Mr G. Rusling had forwarded a draft report regarding the Closure Order.

Concern was expressed that Ash Hill, which apparently has a 6ft 6 in width restriction on it,  is being used by  H.G.V.’s as a through route.
It was agreed to write to the new Highways Steward, Mr Darren Anderson invite him attend one of our meetings to discuss this and other matters.

There had been no response from UK. Power Networks regarding the light at North View.

Village Hall

Nothing further on the vacancy for a Chairman.

The Parish Council Chairman, Mrs T. Cliffe-Harrison and Mrs M. Hills will attend their A.G.M. on Wednesday, 15th June.

Items of Interest

Discussion again took place on Fairview Estate - response awaited from A.B.C.

Date of the Next Meeting

This was agreed for Thursday, 14th July 2016 at 8.00 p.m. in Ruckinge Village Hall   .

There being no further business the Chairman declared the meeting closed at 9.25 p.m.
