Parish Council meeting minutes, October 2016
Meeting of the Parish Council held on Thursday, Thursday, 13th October 2016 at 8 p.m. in Ruckinge Village Hall.
Cllr. S. Denis in the Chair, Cllrs. P. Sillibourne, D. Guy, A. Beaney. Mrs M. Hills and the Clerk, Mrs M. Shaw. .
Cllrs. Mrs F. Burt and Mrs T. Cliffe-Harrison.
Two members of the public.
There were none.
The minutes of the previous meeting had been circulated, these were resolved as a correct record, proposed by Cllr. D. Guy seconded by Cllr. Mrs M. Hills, and agreed.
Sewage problems, Bromley Green Road: there are still problems and the telemetry still needs to be installed at several properties.
K.A.L.C., A.G.M details and agenda.
Removal of Telephone Boxes - circulated.
K.C.C. Public Rights of Way - modification of PROW AE572 and AE557.
The Audit Commission, Annual Audit carried out on their behalf by PFK Littlejohn has been approved and has to be legally publicised to the public.

Ashford Borough Council, half year Precept, Concurrent Functions Grant and Support Grant £ 4,595 - 00 (included in the above)

The Ashford Local Plan “Omissions” sites - there are two in Bromley Green Road - Cllr. Mrs M. Hills will contact Borough Cllr. Miss Martin for the next procedure on this matter and also Mr Simon Cole of Ashford Borough Council.
Cherry Tree Paddock - nothing further on the Appeal.
Fairview Estate - nothing further.
The replacement Picnic Tables have been ordered. It was suggested that a plaque should be placed on these, Chairman to compose possible wording.
Concern was expressed that the fence between Carters Field and the adjoining farmers land had been knocked down twice recently. It was agreed to ascertain to whom the fence belongs. A meeting will be held next Saturday at 1 p.m. to discuss this.
The Bromley Green Residents Association Chairman had met with the Chairman and expressed willingness to liaise with the Parish Council. Agreed that the Chairman will invite both Hall Chairmen to a meeting.
The car park light has been installed.
Highways & Byways
Cllr. A. Beaney had spoken with a Highways Inspector. Some pot-holes have been repaired, others have been reported.
The Village Pump outside the hall has been renovated by Mr Chris Woolley, and the Parish Council congratulated him on his excellent work on this historic item.
Cllr. A. Beaney reported on the Hall, and amongst the most serious defects are the boiler which will need replacing and if this is done it will need relocating.

The Chairman closed the meeting at 8.50 p.m.
The Chairman of Bilsington Parish Council gave details of a scheme for illuminated speeding indicator signs to be positioned at entrances to each village, to be financed by each Parish Council. This would require a volunteer/s to re-charge the batteries at regular intervals. So far Bilsington, Aldington and Bonnington Parish Councils are willing to participate.
The meeting reconvened at 9.05 p.m.
The aforementioned scheme was supported in principal subject to more specific financial details.
Nothing further on the planning application.
North View - this will be replaced by UK Power Networks within the next few weeks..
One gentleman has volunteered to become Footpath Warden but would appreciate someone to walk with him.
Items of Interest
The Church Hall will be auctioned due to the extensive repairs which are needed.
