Parish Council meeting minutes, December 2016

Meeting of the Parish Council held on Thursday,  Thursday, 8th December  2016 at  8 p.m. in Ruckinge Village Hall.


Cllr. S. Denis in the Chair, Cllrs. P. Sillibourne, A. Beaney. Mrs. T. Cliffe-Harrison, Mrs F. Burt and the Clerk, Mrs M. Shaw.

There were none.


The minutes of the previous meeting had been circulated, these were resolved as a correct record, proposed by Cllr. A Beaney, seconded by Cllr. S. Denis and agreed.

Matters Arising

Sewage problems, Bromley Green Road - between now and March the laterals need attention and also to ascertain whose property they relate to.

Dimon Hill access - nothing further.



Treasurers Account as at 30th November 2016    £ 19,029 - 65

Budget for 2017 / 2018  - the Clerk had circulated an amended budget for the year 2017/2018  The allowance for the Boiler at the Village Hall was tentatively set for £5,000 but it was agreed to contact Mr D.  Mummery to service and request a quotation for any necessary works.  £ 3,000 for the “Speeding” signs from the capital. The fencing was increased to £ 3,000.

The figures for the Support Grant and Concurrent Functions from A.B.C. - are approximately the same as previous year.

In view of the extra expenditure it was proposed by Cllr. A. Beaney, seconded by Cllr.Mrs T. Cliffe–Harrison to increase the Precept requirement to £ 10,000 and unanimously agreed.


16/01701/AS Proposed Mobile Home at agricultural building south of Holmans, Bromley
Green Road, Ruckinge. The location of a temporary mobile home until construction works are finished and the residential building is complete and occupied. The Parish Council made no comment.

16/01662/AS Agricultural building south of Holmans, Bromley Green Road, Ruckinge. Prior approval for changes to the external appearance previously approved under 16/00635/AS. The application was noted.

16/01756/AS  Mobile home, Longacres, Bromley Green Road, Ruckinge. Lawful Development Certificate – existing – Use of Little Acorns, Bromley Green Road, Ruckinge as a separate dwelling. The Parish Council does not support two-tier development, it is not a mobile home and needs more information from Ashford Borough Council.
Planning -  5th January 2017
16/001818/AS   Dei Gratia, Bromley Green Road, Ruckinge. Proposed demolition of the existing property and erection of two detached dwellings
including new vehicular cross over. The applicant has subsequently withdrawn the application.

Planning – 23rd January 2017
16/001873/AS  Church Hall, Hamstreet Road, Ruckinge. Change of use and conversion of disused church hall into a residential dwelling. The Parish Council made no comment on the application.

Planning – 26th January 2017
16/01875/AS  Ardenleigh, Bromley Green Road, Ruckinge. New attached garage & conversion of, and alterations to existing garage. The Parish Council objected to the application. Concern was expressed at the need for a laundry and shower in the office - why? If approved, the planning department to issue restriction preventing conversion to a 2nd dwelling at a later date.

Cherry Tree Paddock

Appeal - adjourned now to take place on Tuesday, 31st January 2017.

Carters Field

Fencing costs – these are quoted at £ 3,000.

Picnic tables  - these will be inspected by Medash signs.  Mrs. Barbara Ware has been
consulted about wording for plaques on the Picnic tables.

Cllr. P. Sillibourne expressed concern at the condition of the saplings planted as "the Queens Diamond”, many of which are dying through lack of care. Volunteers are required to look after and protect the trees.  Cllr. S. Denis will mention this on the web site.

Highways & Byways

The PROW AE 567 “seasonal” closure is “underway”.

Cllrs. S. Denis and A. Beaney met with K.C.C. officers and had inspected the proposed locations for the speed cameras, these being this side of Ash Hill  near to  Collicks gateway and 75 metres the north side  of  "Marshward".  The K.C.C. Highways will  erect the poles along Bromley Green Road   30 m.p.h. priority over 40 m.p.h. ( Subject to survey)   There are already volunteers willing to assist with charging the units.

Borough Councillors

Apologies from Cllrs. Miss J. Martin and W. Howard.

Village Protection Plan

Cllr. Miss J. Martin had forwarded more details by email, after considerable discussion it was proposed by Cllr. Mrs. T. Cliffe–Harrison and seconded by Cllr. S. Denis to attend a fact-finding meeting being held on 11th January with the relevant person.

Items of Interest

The Church Hall was handed over on Monday.
