Parish Council meeting minutes, February 2017
Meeting of the Parish Council held on Thursday, Thursday, 9th February 2017 at 8 p.m. in Bromley Green Hall.
Cllr. S. Denis in the Chair, Cllrs. D. Guy, P. Sillibourne, A. Beaney, Mrs M. Hills and the Clerk, Mrs M. Shaw.
Borough Cllr. Miss J. Martin and one member of the public.

Cllr. D. Guy (OSI) on planning application 17/00037/AS Noakes Farm and Cllr. A. Beaney (OSI) on Fairview Industrial Estate.
The minutes of the previous meeting had been circulated, these were approved after the deletion of reference to "the K.C.C. Highways will erect the poles along Bromley Green Road 30 m.p.h. priority over 40 m.p.h. ( Subject to survey).”
Sewage problems, Bromley Green Road - there are still problems, some of the laterals need attention and there are blockages. Pumping by tankers is still taking place at the pumping station and there is a need to ascertain whose property the problem laterals relate to.
Dimon Hill access - nothing further. This is being followed up with Ashford Borough..

17/00037/AS Agricultural Buildings at Noakes Farm, Ash Hill.Prior Approval for a proposed change of use of agricultural buildings and land within curtilage to 3 no. dwelling houses. The application was supported. They would like to suggest that an environmental audit on the existing buildings be carried out.
17/00170/AS Meadow View Industrial Estate, Hamstreet Road.Use of land for stationing of caravan for overnight security purposes ancillary to Meadow View Business Park (resubmission of 15/01657/AS). The application was objected to.
Existing Use/Development Is Lawful:-
16/01756/AS Mobile Home, Longacres, Bromley Green Road.Lawful development certificate - existing - use of Little Acorns, Bromley Green Road, Ruckinge as a separate dwelling.
16/01875/AS Ardenleigh, Bromley Green Road. New attached garage & conversion of, and alterations to existing garage to form office/studio including replacement roof.

16/01818/AS Dei Gratia, Bromley Green Road.Proposed demolition of the existing property and erection of two detached
dwellings including new vehicular cross over.
16/01873/AS Church Hall, Hamstreet Road. Change of use and conversion of disused church hall into a residential dwelling. The Church Hall application has been withdrawn, Cllr. Miss J. Martin stated that this was the only hall in the Village and that it is a “Listed Building” – these were disputed by Councillors. Cllr. P. Sillibourne will clarify the correct facts with the appropriate Planning Officer.
Fairview Industrial Estate
Cllr A. Beaney reported that numerous contraventions to the Planning consent are occurring on the site. These have been on-going for the last twenty years, The site is only for Light Industrial. Six conditions are being breached. The Enforcement Officer is investigating these.
Fencing – it was agreed that the fence only needs “making good” at the present time and spiles will be replaced where necessary.
Cllrs. P. Sillibourne and A. Beaney have sorted the trees out.
Medash Signs have produced the signs for the Picnic Tables.
The Chairman had installed the new litter bin at Carters Field.
Cherry Tree Paddock
Appeal – this is a two-part appeal and was not completed and will continue at a later date..
Highways & Byways
The PROW AE 567 “seasonal” closure is now in force.
“Speeding Signs” - the residents of “Marshward” are not in favour of the sign being outside their property, sighting to now be near to Turves Farm. After further discussion, it was resolved to join with Bilsington in this scheme. Proposed by Cllr. D. Guy, seconded by Cllr. A. Beaney.
A County Councillors grant of £ 3,500 has been paid to Bilsington towards the costs,which they will share with Ruckinge. The Chairman will send a letter of thanks to Cllr. Mike Angell and the Chairman of Bilsington..

Village Protection Plan
Cllrs. S. Denis and Mrs. T. Cliff-Harrison had attended the meeting on this and gave details. Cllr. Miss J. Martin gave more information, after considerable discussion.
It was resolved to engage and fund a consultant to draw up a plan for Ruckinge to fight the possibility of the Government imposing housing in the village of the New Local Plan. Proposed by Cllr. A. Beaney and seconded by Cllr. Mrs. M. Hills
Cllr. Miss J. Martin will award a grant of £500 this financial year towards the costs.
Several discussions had taken place with U.K. Power networks as to a possible location, as occupiers of the relevant houses are against the reinstatement of the light in its former location.
