Parish Council meeting minutes, July 2017
Meeting of the Parish Council held on Thursday, Thursday, 15th July 2017 at 8 p.m. in Ruckinge Village Hall.
Present
Cllr. S. Denis in the Chair, Cllrs. P. Sillibourne, A. Beaney, D. Guy, Mrs. F. Burt, Mrs. T. Cliffe-Harrison, Mrs. M. Hills and the Clerk, Mrs. M. Shaw.
In attendance
Kevin and Gary from the Football Club.
Declarations
There were none.
Minutes
The minutes of the previous meeting had been circulated, these were resolved as a correct record.
The Chairman closed the meeting at 8.05 p.m. to allow the two gentleman to explain their proposals and to answer questions for the use of the football pitch at Carters Field.
They then left the meeting.
The meeting reconvened at 8.25 p.m.
The Councillors then discussed this in depth and they were in favour of their proposal to use Carters Field for the football activities which they had outlined to the meeting. The Council considered that an initial period of 12 months would be appropriate to allow both parties to assess the durability of the playing surface, and the impact on the community.
Any agreement between the Parish Council and the football club will be subject to a written agreement and compliant with the National Playing Fields, FIT Deed of Trust.
Matters Arising
Sewage problems, Bromley Green Road - nothing further. It appears alright at the present time.

Planning
17/00908/AS Mobile Home, Longacres, Bromley Green Road, Ruckinge. Proposed replacement dwelling The application was objected to being two tier development and could set a precedent and
“open the floodgates” to further applications along Bromley Green Road.
Approval received:-
17/00390/CONA/AS The Church Hall, Hamstreet Road, Ruckinge, Discharge conditions: 2, 5 & 6.
Fairview Industrial Estate
Nothing further. As the Enforcement Officer, Tony Jarvis will not return to work until the end of July it was agreed that contact be made with Ashford Borough Council.
Carters Field
The installation of the picnic tables was discussed and arrangements made for this.
The new sign for Carters Field will cost £ 90 – 00. It was agreed to order this from Medash Signs – Cllr. A. Beaney to organize.
Ragwort – although the Clerk had emailed “Aspire” (the A.B.C. in-house contractors), they have not replied to either Cllrs P. Sillibourne or Cllr. S. Denis. To be followed up with “Aspire” and the A.B.C. Chief Executive, Mrs. T. Kerly.
Agreed that Cllr. P. Sillibourne continue to mow Carters Field.
The Oak trees have now been pollarded.
Cherry Tree Paddock
Appeal – nothing further. Enquiries to be made through Ashford .
Highways & Byways
Dimon Hill access - Ms Abi Close of A.B.C. had responded that no planning application has yet been submitted.
Obstructed PROW AE552 – Cllr. Mrs. M. Hills had inspected and there is no problem.
Village Protection Plan
The Chairman reported on this and the Ashford Local Plan.
Borough Councillors
Apologies from Cllr. Miss J. Martin, but she had forwarded information to Councillors by email.
Items of Interest
It was agreed it find out the costs of providing a defibrillator at the Village Hall.
Grants are available for the provision of a computer, printer, monitor and all set up costs of broadband provision costs etc. – the Chairman will investigate.
