Parish Council meeting minutes, October 2017
Minutes of the Meeting of the Parish Council held on Thursday, 12th October 2017 at 8 p.m. in Ruckinge Village Hall.

Cllr. S. Denis in the Chair, Cllrs. P. Sillibourne, D. Guy, A. Beaney and the Clerk, Mrs. M. Shaw.

Minutes
The minutes of the previous meeting had been circulated, these were resolved as a correct record.
Matters Arising
Sewage problems, Bromley Green Road - the pods have been done, some laterals are a problem, as others are not large enough, and some are the responsibility of the property owner.

Ashford Local Plan
Borough Councillor, Miss J.Martin gave an extensive update on the Local Plan, this report should be published at the end of December. There are two sites just outside Ruckinge boundary, the Chairman will publicise on the web-site to ensure that parishioners are fully aware of this.
Finance
Treasurers Account as at 29th September 2017 £ 19,211 – 29.
Income received:-
Ashford Borough Council, half year Precept, Concurrent Functions Grant and Support Grant £ 5,250 - 00 (included in the above).
Cheque was drawn:-
A.Beaney, Carters Field Sign £ 75- 00 V.A.T. £ 15 – 00, Total due £ 90 – 00.
Planning
17/01208/AS 1 Dimon Villas, Hamstreet Road, Ruckinge Creation of track and gate for ease of access to field. Access will remain unchanged. his highly dangerous access was objected to. The Chairman will compose a response including photographs showing the dangerous aspects of this access.
17/01441/AS Novagas Ltd, The Fuel Depot, Stone Cross Road, Ruckinge. Storage and transfer of liquefied petroleum gas in cylinder and vessels. This was supported.
17/01398/AS Novagas Ltd, The Fuel Depot, Stone Cross Road, Ruckinge. additional 50 tonne propane storage vessel. Additional 32,000 gallon (145,600) litre tank of water for drench system. This was supported.
17/01434/AS Kenilworth, Hamstreet Road, Ruckinge. Proposed change of use of existing outbuilding to holiday let. This was supported.
16/00848/AS Silver Birches Caravan Site, Capel Road, Ruckinge. Variation of condition 2 on planning permission reference 12/00044/AS to allow an amended layout and the total number of caravans sited to be increased by 1 (from 26 to 27) This was supported.
Fairview Industrial Estate
It was understood that Mr Tony Jarvis, Enforcement officer of Ashford Borough Council is closing his files on “out of hours” working. Clair Marchant of A. B. C. has stated that it be a considerable time before their planning application is considered. Agreed that Cllr. Miss J. Martin to be reminded that the Parish Council wish that this application should be brought before the Planning Committee.
Carters Field
The Picnic tables have been installed and are being used.
Cllr. P. Sillibourne had mown this field again especially for a booking in conjunction with the Bromley Green Hall for a “Dog Show”.
Confirmation that the Football Club are definitely not interested in using the field. It was pointed out that there is potential for income for the field – to be discussed at a later date.
Land drains, location plan – nothing further.
Cllr. Mrs. T. Cliffe-Harrison was to investigate the “Tesco Funding Scheme”.
Cherry Tree Paddock
Appeal – nothing further.
Highways & Byways
Wey Street – Cllr. A. Beaney to report this again.
Village Hall
Cllr. D. Guy had contacted Mr Sam Fuller regarding “Tarmacing” the village hall car park. It was understood that Mr Fuller has already provided a quotation to Elaine Collick for the front part. It was agreed to await the quotation for the whole area.
Village Protection Plan
Nothing further.
Items of Interest
The possible installation of Wi-Fi for Village Hall, Bromley Green Hall and The Scout Hut was discussed.
