Parish Council meeting minutes, February 2018
Minutes of the Meeting of the Parish Council held on Thursday, 14th December 2017 at 8 p.m. in Ruckinge Village Hall.

The minutes of the previous meetings had been circulated, November, proposed by Cllr. D. Guy, seconded Cllr. Mrs. T. Cliffe-Harrison, December - proposed by Cllr. D. Guy, Seconded by Cllr. Mrs. T. Cliffe-Harrison, resolved as a correct record.
Sewage problems, Bromley Green Road - nothing further. It is understood that there are still problems. It was agree to contact Southern Water for an update on the results of their works carried out..

17/01224/AS Fairview Industrial Estate – additional information, forwarded to Cllr. A. Beaney, who had reviewed the Plans and documents on the web-site, it was noted that some of the statements made are inaccurate. Agreed that these must be drawn to the attention of the Borough Council and the application submitted to the Planning Committee for their consideration following a site visit by them.
17/01804/AS Ardenleigh, Bromley Green Road, Ruckinge. Reconstruction of existing garage/outbuilding to form office/studio including replacement roof (revised construction to planning permission references 16/01875/AS & 16/01875/AMND/AS)
17/01662/Dei Gratia, Bromley Green Road, Ruckinge. Variation of condition 9 on planning permission reference 17/00246/AS to allow an amendedment to increase size of garage to add enclosing workshop.
16/01407/AS The Chestnuts, Stone Cross Road, Ruckinge. Revision to the installation of new fenestration/screens, new roof lights, flue for log burner and new first floor mezzanine on planning permission reference 16/01407/AS for Change of use of barn from commercial storage building to residential dwelling (development in relation to prior approval under 16/00543/AS)
17/01662/AS Hillcrest, Bromley Green Road, Ruckinge. Erection of steel pre-fabricated workshop for the storage and maintenance of classic motor vehicles for personal use.
Fairview Industrial Estate
Land drains, location plan – Cllr. P. Sillibourne had only managed to locate one drain.
“Tesco” funding - Cllr. Mrs. T. Cliffe-Harrison was willing to investigate any other Supermarket “Funding schemes” and will apply accordingly. (possibly for playground equipment)
Cllr. P.Sillibourne reported that half of the planted trees have been staked, but almost half of the remainder have died.
The Ragwort problem will be treated with a chemical and applied with a knapsack sprayer/s. Other councillors will assist if possible. The chemical will cost +- £ 55 – 00
The fencing had been inspected, with the exception of the area near the play area, this could be repaired by installing intermediate fencing posts.
Bromley Green Hall
Mr. M. Pepper responded to the query as to how the Parish Council donation of Hall: £ 1,000 was spent. Approximately £ 800 – 00 is for the insurance and the remainder goes towards the general running costs. He outlined future plans for the hall, which includes replacing windows and doors, and installing a door between the lobby and the main hall to retain the heat, replacement of soffits etc. It was suggested that both halls could have a combined insurance.
Highways & Byways
Cllr. A. Beaney had met with the Highways Surveyor re. safety issues at Fairview entrance, which was subsequently repaired. Other matters raised should be reported at the beginning of the next financial year for consideration.
AE550 – it was reported that the padlocks have been cut off and the gate is now accessible onto the A2070 bypass – to be reported to K.C.C. Public Rights of Way.
Tarmacing the Village Hall car park - nothing further. Cllr. S. Denis will contact Mr. J. Bridge, Hall Committee chairman.
Cllr. P. Sillibourne read articles written in the Parish Magazine in 1986. Considerable discussion endued regarding the hall and its future, as much of that written then, is still relevant now. To be discussed further at the next meeting.

Vacancy– following official publication of the vacancy due to Cllr. Mrs. M. Hills
Resignation - the Parish Council will be notified by Ashford Borough Council after 16th February if an election has been requested to fill the vacancy.
It was agreed that Cllr. P. Sillibourne could dispose of the telegraph poles lying in the car park.

There being no further business the Chairman declared the meeting closed at 9.55 p.m.
