Parish Council meeting minutes, October 2018

Minutes of the Meeting of the Parish Council held on Thursday, 11th October 2018 at 8 p.m. in Ruckinge Village Hall.

Cllr. P. Sillibourne on 18/00176/HG and Cllr. A. Beaney on Fairview Industrial Estate.


The minutes of the previous meeting had been circulated and were agreed as correct.

Matters Arising

Sewage problems, Bromley Green Road - Cllr. Martin gave an update and that a meeting will be held next week in Bromley Green Hall to inform residents.



Treasurers Account as at 28th September 2018 £ 19,726 - 30

Income received:-
Half year Precept, Concurrent functions and Support Grant £ 5,280 - 00

Ashford Local Plan

Cllr. Martin had circulated a letter to all residents on this plan and the various changes which could affect Ruckinge. The meeting referring to ongoing sewage problems will also incorporate this Local Plan and Cllr. Martin will encourage residents to write with
their comments relating to Ruckinge as this still being mentioned in the plan. It was confirmed that the “Omissions Sites” put forward, are currently NOT included in the Plan.

Public consultation notification is from 13th September to 26th October 2018.


18/00176/HG Hedgerow, land north east of Horton Green, Ash Hill and Hedgerow, north west of Ransley Green, Hamstreet Road, Ruckinge,

Fields amalgamated - fences removed two years ago.
Plan 1 70 yards of hedgerow obstructing field operations.
Plan 2 45 yards trees in middle of field.
Total of 115 yards of hedgerow to be removed.

The application was supported.

Approval received:-
18/00960/AS Lords Farm, Kitsbridge Lane, Ruckinge. Change of use and conversion of existing agricultural building.

Fairview Industrial Estate

Building work has started on the new development on the site.

Carters Field

Vandalism –fixings removed from gate, spiles removed, telegraph poles used as ladders, lights had been had to be replaced etc, as well as threats to persons. The Clerk confirmed that the local PCSO had been invited to tonights meeting

Fencing – left in abeyance.
Picnic Table plaques – still in situ.
Dog Training – nothing further on the agreement.
“Supermarket” funding – nothing further.

The Bromley Green Residents Association have not yet been asked to mow around the play area and picnic tables.
It was agreed that the field requires mowing once more before Winter.

Bromley Green Hall

The Chairman had been given a key to the hall by Mr. Mark Nash.

Car park- nothing further on the road planeings.

Highways & Byways

Overgrown hedges along Ash Hill and Dimon Hill – “Highways letters” have been circulated as appropriate.

Various drains and gullies to be reported to Highways again.

Mirror, Bromley Green Road/Hornash Lane Crossroads – nothing further.

On 1st October 2018 notices were positioned for Seasonal, Prohibition of Traffic Order 2017 for the byways AE563 and AE566 to prohibit use until 30th April 2019.

Village Hall

No suggestions (for capital expediture) were forthcoming from Mr. Bridge.

Items of interest

here have been at least three incidents of “fly-tipping” in the village, these were cleared by A.B.C.s.
