Parish Council meeting minutes, December 2018

Minutes of the Meeting of the Parish Council held on Thursday, 13th December 2018 at 8 p.m. in Ruckinge Village Hall..


Cllr. S. Denis in the Chair, Cllrs. D. Guy, A. Beaney, P. Sillibourne, J. Reid, Mrs. T. Cliffe-Harrison, Mrs. F. Burt, and the Clerk, Mrs. M. Shaw.


Cllr. D. Guy on 18/01710/AS and Cllr. S. Denis on both 18/01710/AS and 18/01774/AS Cllr.A.Beaney on Fairview Industrial Estate.


The minutes of the previous meeting had been circulated and were agreed as correct.

Matters Arising

Sewage problems, Bromley Green Road - the meeting held at Bromley Green Hall on 22nd November was well attended. There is a possibility that some of the pipes may require lining. Mr Oliver of Southern Water will be visiting residents on 19th December.



Treasurers Account as at 30th Novober 2018 £ 19,516 - 44

Cheque were drawn:-
Mrs M. Shaw salary 1st October 2018 to 31st December 2018 £ 886 - 40

HMRC PAYE £ 63 - 60

British Legion wreath £ 18 - 00

Finalisation of precept request – it was proposed by Cllr. A. Beaney seconded by Cllr. P. Sillibourne and unanimously agreed that the precept remain at £ 10,000.

Ashford Local Plan

Nothing further.  The draft plan is due to be published imminently.


18/01710/AS Agricultural Buildings at Noakes Farm, Ash Hill, Ruckinge,Prior Approval for a proposed change of use of agricultural buildings and land within their curtilage to 5 no. dwelling houses. Comments were made regarding the remaining buildings on the site.

18/01774/AS Agricultural building Park farm, Gill Lane, Ruckinge. The application was supported.

Approval received:-
18/1567/AS Rose Lodge, Bromley Green Road, Ruckinge. Proposed replacement porch

Village "confines"

A.B.C survey – as circulated. This was not understood by councillors, dispite the Clerks explanation. Chairman wll consult wth Borough Councillor Martin.

Fairview Industrial Estate

Nothing further.

Carters Field

Fencing, etc. – leave for the time being.

Picnic Benches – nothing furher

Dog Training – it is understood hat they will give a donation for their usage. Mark Nash to negotiate.

Supermarket “funding” – nothing further.

Car Park condition – it was considered that more planeings are now required – Cllr. J Reid to follow up. It was agreed that the Parish Council will fund any expense.

Bromley Green Hall

Car Park barrier – whilst the proposal was agreed that the Parish Council will finance, concern was expressed that the suggested height of this may not be compatible with the height of some of the councillors vehicles for attending meetings at that hall.

Highways & Byways

AE550 – the damage to the gate had been rectified by K.C.C. P.R.O.W.

Overgrown hedges – nothing further

Drains and gullies – several of these have been marked for repair.

Mirror, Bromley Green Road/Hornash Lane crossroads – nothing further.

Village “Gateways” – this is being surveyed by Darren Hickman of ascertain the feasibility of their installation positioning

Village Hall

It was agreed that the Chairman will invite Mr J. Bridge to a meeting discuss the future of the Village Hall..

Borough Councillor

Cllr. Miss J. Martin had already reported on matters pertaining to Ruckinge (sewage problems).

Items of interest

There are still problems with usage of the PROW AE550 by 4 x 4 vehicles.
