MINUTES OF THE ORDINARY PARISH COUNCIL MEETING HELD AS A VIDEO-LINKED MEETING DUE TO ALTERNATIVE LOCKDOWN MEASURES DUE TO THE CORONA VIRUS ON THURSDAY 8TH APRIL 2021 COMMENCING AT 6.30 PM

An apology for absence was received by Cllr M Pepper. There was no apology for absence from Cllr D Archer.

Updating of Declarations of Interest for the Code of Conduct

Councillors are reminded that they should update their Declarations of Interest with the Monitoring Officer if necessary.

Councillors are also reminded of their common-law responsibilities with regard to pre-determination and fettering of discretion in relation to agenda items.

5 ACCEPTANCE OF MINUTES OF PREVIOUS MEETING & MATTERS ARISING FROM THE PREVIOUS MINUTES

Minutes of the meeting held on Thursday 11th March 2021 were accepted and it was unanimously agreed that Cllr J Reid should sign them.

6 CO-OPTION OF PARISH COUNCILLOR Following receipt of a written application for the vacancy of Parish Councillor from Mr Steve Hewison, it was unanimously agreed to offer him the position. The Clerk will send over The Declaration of Acceptance of Office to Mr Hewison to sign.

7 PUBLIC INTERVAL

There was one members of the public present. Mr David Robey who will be standing for the Conservatives for Ashford Rural South, in the Kent County Council Election on 6th May.

7 PLANNING

Discussion and Decision on action to be taken on any other matters related to Planning issues within the Parish.Please see attached list for decisions on current applications.

8 CORRESPONDENCE, FINANCE AND OTHER COUNCIL BUSINESS

EMAIL CORRESPONDENCE BROUGHT TO THE ATTENTION OF THE MEETING All emails are forwarded to all Councillors

Account Balance & Payment of Accounts The November bank statement was e-mailed over to the Councillors.

Internet Banking The Clerk has started the process of transferring the Lloyds bank over to Unity Bank Trust.

The Old Church Hall Nothing to Report.

Defibrillator Cllr T Cliffe-Harrison reported that the 1st defibrillator has now been installed at Quality Body Works on Bromley Green Road. There was an additional cost of £95 for the electrician. It now needs to be registered. A training session, whether an online video or face to face once Covid restrictions are lifted, are to be booked in. The 2nd defibrillator still needs to be installed at Ruckinge Village Hall once the hall floor has been completed. The new installation of the first defibrillator will be communicated via social media and through word of mouth and neighbouring parishes will be informed too. A huge thank you to Mr Moon for allowing the defibrillator to be located on his premises in Bromley Green Road and to Cllr T Cliffe-Harrison for all her time and effort in ensuring the Parish had access to the life saving defibrillators.

Notice Boards Cllr J Reid reported that the left-hand glass door of the notice board has fallen off. Cllr T Beaney has informed that it is in the process of being repaired.

Speeding (Bromley Green Road) Borough Cllr L Harman suggested the best way was to request an assessment from the Highways Team but to wait after the KCC Elections. It was also suggested that Ruckinge PC create a Highways Improvement Plan/Wish List which will enable the KCC Representative to help with funding and support.

Appointment of Internal Auditor It was agreed that the Clerk can use the Internal Auditor from last year.

KALC & NALC Subscriptions It was agreed that the membership for 2021/2022 is to be paid. Proposed Cllr A Beaney Seconded Cllr J Reid

9 CHAIRMAN’S REPORT

Cllr J Reid reported about the concerns from several residents with regards to the works being carried out on Ash Hill. KCC has been very reassuring in an email that access will be available, and all points of concern were addressed, in particular, the strengthening of the banks.

10 BOROUGH COUNCILLORS REPORT

Cllr Harman recapped the highways issues at Ash Hill and parking at Oakridge. It was proposed that the Parish support the residents with regards to marking up the parking bays and providing a sign to say that parking is for residents only. She also had a virtual meeting with Southern Water and reports that there is a funding proposal for Bromley Green Road in particular helping with the lining of the drainage pipes. It was also reported that the Council meetings will be moved back to Face-to-Face meetings after the 6th May 2012 and virtual meetings will now longer be allowed.

11 COUNTY COUNCILLOR’S REPORT

12 RUCKINGE PARISH WEBSITE

13 RUCKINGE VILLAGE HALL & BRONLEY GREEN HALL

Cllr A Beaney reported that Ruckinge Village Hall floor should be competed by the end of April 2021.

15 ITEMS FOR INCLUSION ON THE NEXT AGENDA Fishing on the Royal Military Canal.

16 FORUM FOR EXCHANGE OF INFORMATION BETWEEN COUNCILLORS Cllr P Sillibourne has reported that there has been another fly tipping on Marsh Road.
