MINUTES OF THE ORDINARY PARISH COUNCIL MEETING HELD AS A VIDEO-LINKED MEETING DUE TO ALTERNATIVE LOCKDOWN MEASURES DUE TO THE CORONA VIRUS ON THURSDAY 6TH MAY 2021 COMMENCING AT 6.30 PM

2 APOLOGIES FOR ABSENSE
An apology for absence was received Cllr T Cliffe-Harrison (Vice Chair) due to work commitments.

Updating of Declarations of Interest for the Code of Conduct
Councillors are reminded that they should update their Declarations of Interest with the Monitoring Officer if necessary.
Councillors are also reminded of their common-law responsibilities with regard to pre-determination and fettering of discretion in relation to agenda items.
5 ACCEPTANCE OF MINUTES OF PREVIOUS MEETING & MATTERS ARISING FROM THE PREVIOUS MINUTES
Minutes of the meeting held on Thursday 8th April 2021 were accepted and it was unanimously agreed that Cllr J Reid should sign them.

6 PUBLIC INTERVAL
There was one members of the public present. Mr David Robey who will be standing for the Conservatives for Ashford Rural South, in the Kent County Council Election on 6th May.
Discussion and Decision on action to be taken on any other matters related to Planning issues within the Parish.Please see attached list for decisions on current applications.
8 CORRESPONDENCE, FINANCE AND OTHER COUNCIL BUSINESS
EMAIL CORRESPONDENCE BROUGHT TO THE ATTENTION OF THE MEETING All emails are forwarded to all Councillors
Account Balance & Payment of Accounts The March bank statement was e-mailed over to the Councillors.
The following accounts were signed off for payment:
Clerk’s Salary - £300.00
Clerks Expenses - £50.24

Internet Banking The Clerk has had confirmation on the transfer from Lloyd’s bank to Unity Bank Trust. This will take place no later than the end of May 2021.
Communication, Technology & Social Media Cllr S Hewison raised the subject of our Social Media presence. It was agreed that a social media presence is required in order to better share information with the local community. It was agreed that a new Facebook page for Ruckinge would be created, this will also be linked to the existing Ruckinge Parish Council website.
Strategic Planning Cllr S Hewison posed a question as to whether the Parish Council had a defined (written) strategic plan setting out the aims and objectives of the group. While the answer was no, it was agreed that there were opportunities to better document the role of Parish councillors, potentially as part of a new welcome pack for newly elected/co-opted councillors
The Old Church Hall There have been a few rentals in the past few weeks but there has been no noise disturbance reported.
Defibrillator The 2nd defibrillator still needs to be installed at Ruckinge Village Hall. 3 Quotes to be requested from local Electricians.
Notice Boards Cllr A Beaney reported that the notice board at Bromley Green Hall is still in the process of being constructed and will be up shortly.
Speeding (Bromley Green Road) Nothing to report.
Works on Ash Hill/Boundary Concerns The resurfacing has been completed on Ash Hill and white lines added to the edge of the road. There is a concern that these lines will fade within time and HGVs will drive right up to the edge.
9 CHAIRMAN’S REPORT
Nothing to report.
10 BOROUGH COUNCILLORS REPORT Cllr Harman provided an update with regards to Southern Water and reports that there is now funding in place for Bromley Green Road which involves a gel system to create lining in the drainage pipes.

11 COUNTY COUNCILLOR’S REPORT
Nothing to Report.
12 RUCKINGE PARISH WEBSITE
Nothing to Report.
13 RUCKINGE VILLAGE HALL & BRONLEY GREEN HALL The flooring is now complete at Ruckinge Village Hall. The Hall Committee have donated the net cost of these works which totals £9339.85. The parish will pay the outstanding balance of £12,397.80.
Cllr S Hewison discussed the possibility of vehicle electric charging at the halls and whether it would be of benefit to the local community. He will contact Swarco who can supply these points. There are currently 3 electric charging points at Ivychurch Village Hall. Rubbish again has been dumped at Bromley Green Hall and it was discussed about the installing a camera. Resurfacing of the Bromley Green Hall car park was also discussed.
14 HIGHWAYS & PUBLICS RIGHT OF WAY Cllr S Hewison provided an overview of the fishing rights and laws pertaining to Ruckinge and neighbouring villages. Recent challenges with lockdown and poaching were discussed. Updated signs will be added to the bridge and north bank footpath at Marsh Road.
15 ITEMS FOR INCLUSION ON THE NEXT AGENDA
16 FORUM FOR EXCHANGE OF INFORMATION BETWEEN COUNCILLORS It was reported that Wey Street was about to be resurfaced. Cllr P Sillibourne also reported that there has been more fly tipping on The Marsh but it has been removed and a tree has also been cut down and dumped on the Marsh Road 2 miles out of Ruckinge.
